About Election Commissions of the Russian Federation

Election commissions of regions of the Russian Federation are state bodies of regions of the Russian Federation that arrange preparation and holding of elections, referenda in the Russian Federation in accordance with the competence specified by Federal Law No. 67-FZ as of June 12, 2002 (amended as of June 1, 2017) On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum, other federal laws, as well as laws of regions of the Russian Federation.

Election commissions act on a permanent basis and as legal entities. The tenure of election commissions of regions of the Russian Federation is five years. The number of members of an election commission, with full voting status, shall be established by the constitution (charter), law of a region of the Russian Federation and shall not be less than 10 and more than 14.

An election commission of a region of the Russian Federation is formed by a legislative (representative) state body of the region of the Russian Federation and the highest official of the region of the Russian Federation (head of the highest executive state body of the region of the Russian Federation) on the basis of the proposals specified in Article 22, Item 1 of the Federal Law No. 67-FZ, as well as the proposals submitted by representative bodies of municipal settlements, members of the previous composition of the election commission of the region of the Russian Federation, the Central Election Commission of the Russian Federation.
