On 7 March 2018 the Central Election Commission of the Russian Federation held a regular meeting.

About an application for the search of polling stations

As Chairperson of the Central Election Commission of the Russian Federation Ella Pamfilova reported, on 7 March 2018 the CEC of Russia launched an official application for a search of polling stations in social networks Odnoklassniki and VKontakte. "By specifying the address of his or her residence, a user can find a polling station where he or she can vote, with addresses and contacts," explained Ella Pamfilova. “This is one of the key issues that interests voters".

On early voting

According to Ella Pamfilova, on 25 February 2018 early voting started for certain categories of citizens. In general, the Federal Law "On the Election of the President of the Russian Federation" does not provide for early voting at the national scale, except for some cases. "We have such exceptions. In the territory of 30 constituent entities of the Russian Federation early voting is conducted at the polling stations located in hard-to-reach or remote areas, formed on ships that will be in navigation on the voting day, on polar stations, as well as at certain polling stations outside the territory of the Russian Federation,” explained the Chairperson of the CEC of Russia. “About 170 thousand voters can use the right to vote early. To date, 27 thousand voters voted ahead of schedule in 24 regions, which is 0.02 percent of the total number of voters. Early voting ends on March 17."

About meeting with candidates for the post of President of the Russian Federation

On 5 March 2018 Ella Pamfilova met with candidates for the post of President of the Russian Federation who expressed their concerns regarding the format and other joint campaigning activities on television and radio.

"The CEC of Russia is most interested in ensuring that all campaigning events that take place at free time are effective, meaningful and interesting for our voters," Ella Pamfilova said. "I reminded the candidates that if they had read in detail the resolution of the CEC of Russia on joint campaigning events, they would have understood that they have the right to independently determine the format and subject of the debate upon approval of it among themselves,” she added.

The main outcome of the meeting was the almost unanimous opinion (it was not supported by representatives of only one candidate) that candidates must come to the debate personally. They can send their representatives only in case of illness or performance of official duties.

On the appeal to editorial offices of mass media

Secretary of the CEC of Russia Maya Grishina reported on the results of consideration at a meeting of the Working Group on Information Disputes of a number of appeals, in connection with which the Chairperson of the CEC of Russia noted that less than 10 days remained until the "silence day", and it makes sense to remind representatives of the media that the Constitutional Court of the Russian Federation indicated: the use of the freedom of mass information imposes special obligations and special responsibility on organizations carrying out the production of mass media. Ella Pamfilova noted that representatives of the mass media, acting on the basis of editorial independence and the norms of self-regulation developed by the journalistic community, that is, rules of the profession and ethical principles, should take ethical and balanced positions and cover election campaigns in a fair, balanced and impartial manner. The Chairperson of the CEC of Russia reminded the media about the requirements of the federal law for informing of voters: objectivity, reliability, and equality of candidates' rights. Also, there are special requirements of the federal law for publication (promulgation) of public opinion: a mandatory publication of their details (dates, region of survey, etc.), and a requirement specifying that from 13 March until 21:00 of 18 March publication of such results is prohibited.

On the filing of applications by voters for inclusion in the list of voters at the location

Deputy Chairperson of the CEC of Russia Nikolay Bulaev said that as of the morning of 7 March 2018 the number of voters who applied for voting at the actual location was 2,878,165.

Also, the Deputy Chairperson of the CEC of Russia reported that the information materials of the CEC of Russia required updating in connection with the revealed new facts of unreliability of information about the accounts and securities of Pavel Grudinin, a candidate for the post of President of the Russian Federation.

On the Working Group on Ensuring Activities Related to Determining of the Results of Elections of the President of the Russian Federation

The CEC of Russia resolved to form a Working Group to ensure activities related to determining of the results of the election of the President of the Russian Federation. Based on the results of the work of the Working Group, drafts of a protocol, a summary table and a resolution of the CEC of Russia on the results of the election of the President of the Russian Federation are prepared and submitted to the CEC of Russia for consideration. The Working Group will be headed by the Chairperson of the CEC of Russia Ella Pamfilova.
