Central Election Commission of Russian Federation held 161 meeting

On 6 June 2018 the 161th regular meeting of the Central Election Commission of the Russian Federation was held.

On the Procedure of submission of the voter application to be included in the voter list at the location during the by-election of deputies of the State Duma of the Federal Assembly in single-seat constituencies

The Deputy Chairman of the CEC of Russia Nikolay Bulaev recalled that on 4 June 2018 President of the Russian Federation signed the Federal Law "On amendments to the Federal Law "On election of deputies of the State Duma of the Federal Assembly of the Russian Federation"", which states that the procedure of voting at the location is applied for by-election election of deputies of the State Duma.

"By-elections of deputies of the State Duma in 2018 will be held in five single-seat constituencies of the Russian Federation. These are two districts in the Saratov oblast and one district in the Tver, Nizhny Novgorod and Kaliningrad oblast, – said Nikolay Bulaev. – Moreover, we will hold a large election campaign to the State bodies in constituent entities of the Russian Federation. Voting at the location is planned to be applied in all these regions".

As stated by the Deputy Chairman of the CEC of Russia, the Procedure now sets a different time line to submit an application. Applications used to be accepted starting 45 and until 5 days prior to the day of election. Now, applications will be accepted starting 45 until 3 days prior to the day of election. All applications will be processed through the automated system GAS "Vybory", and their processing is absolutely transparent.

The text of the application was slightly modified. In particular, a special box for voter's telephone number was introduced. It is planned to organize SMS-messaging to voters with the information on submission of their applications.

Talking of special applications, Nikolay Bulaev said that now they will have a QR-code that would allow the information to be entered into the GAS "Vybory" system much faster. Another innovation will be an online service – a database of all submitted applications which will allow a voter to verify that no other person has submitted an application on this voter's behalf (using their passport data) as well as to check the address of the polling station.

"This is an additional mechanism of control – said the Deputy Chairman of the CEC of Russia. – All these changes are aimed at making the "Mobile voter" mechanism absolutely transparent".

The CEC of Russia decided to approve the Procedure of submission of the voter application to be included in the voter list at the location during the by-election of deputies of the State Duma of the Federal Assembly in single-seat constituencies. Election commissions of the constituent entities are to ensure the implementation of the Procedure.
