On 18 July 2018 the 168th regular meeting of the Central Election Commission of the Russian Federation was held.
While opening the meeting, Ella Pamfilova, Chairperson of the CEC of Russia, reported on the nomination and registration of candidates during the elections scheduled for 9 September 2018. According to the head of the CEC of Russia, 10 political parties nominated candidates to run for the position of deputies of the State Duma in single-seat constituencies and submitted all necessary documents to the CEC of Russia. 44 candidates were included in the lists certified by the CEC of Russia. They need to submit documents on the nomination to district election commissions (DECs) no later than 21 July, and documents on registration – no later than 18:00 25 July.
The process of registration continues at the election on the regional and municipal levels. 168 candidates were nominated in the election of high-level officials in 22 constituent entities of the Russian Federation. As of today, more than seven thousand candidates were nominated in the election of deputies of regional legislative bodies which are held in 16 constituent entities of the Russian Federation.
"According to our assessments, election campaigns in the regions proceed smoothly," said Ella Pamfilova.
On the use of video surveillance and broadcasting of feed
The CEC of Russia adopted a new Procedure for the use of means of video surveillance and video feed, and storage of relevant video materials during by-election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the seventh convocation in single-seat constituencies.
"We have lifted all possible obstacles to the access to video materials. All voters and other participants of electoral process were given the right to get access to video materials," said Ella Pamfilova.
The use of video surveillance during regional or municipal election is defined by the decision of the commission holding the election.
On the extension of time period allocated to submit applications to be included in the list of voters to vote at location during the election of the Mayor of Moscow
At the suggestion of the Moscow City Election Commission, the CEC of Russia decided to postpone the deadline to submit an application to vote at the location during the election of the Mayor of Moscow on 9 September 2018.
The extension of this period will allow moscovites to submit applications to MFC up until late in the evening of 7 September. With that, special applications will be issued only on Saturday, 8 September from 10:00 to 14:00.
On the Recommendations to organize voting at polling stations outside the territory of the Russian Federation
The CEC of Russia approved the Recommendations to organize voting at polling stations outside the territory of the Russian Federation during the by-election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the seventh convocation in single-seat constituencies.
Member of the CEC of Russia Vasily Likhachev said that during the by-election to the State Duma it is planned to establish 100–102 polling stations on the territory of 80 foreign states.
