Central Election Commission of Russian Federation held 172nd meeting


On 1 August 2018 the Central Election Commission of the Russian Federation held its 172nd regular meeting.

On the nomination and registration of candidates for elections on the single voting day on 9 September 2018

While opening the meeting, Ella Pamfilova, the Chairperson of the CEC of Russia, reported on the nomination and registration of candidates during the election scheduled for 9 September 2018. According to the Head of the Central Election Commission, during the by-election of deputies of the State Duma, which will be held in six regions and seven single-seat constituencies, district election commissions have already received nomination documents submitted by 47 candidates, including 43 candidates nominated by nine political parties and four self-nominated candidates.

District election commissions registered 42 candidates running for deputies of the State Duma, and their names will be included in the ballot papers.

For the election of the highest-ranking officials in 22 constituent entities of the Russian Federation 172 candidates were nominated, while 147 were nominated by regional branches of 34 political parties, and 25 were self-nominated.

Ella Pamfilova noted that 32 candidates subsequently refused to participate in the election or have not submitted the documents for registration. As of today, regional election commissions registered 43 candidates.

For the election of deputies of regional parliaments in 16 constituent entities of the Russian Federation more than nine thousand candidates were nominated, and most of them were nominated by regional offices of 34 political parties and only 250 in the order of self-nomination.

As of today, relevant election commissions in single-seat constituencies registered lists of candidates nominated by 13 political parties. In single-seat constituencies out of more than two thousand candidates 1.5 thousand candidates were registered.

"Let me underline that in most regions the period of registration of candidates and lists of candidates has not ended yet. During the regional elections this period will last until 9 August, and the CEC of Russia will provide information on the results of nomination and registration of candidates later," said Ella Pamfilova.

On the meeting with representatives of Communist Party

Ella Pamfilova said that on 31 July 2018 a working meeting with representatives of political party "Communist Party of the Russian Federation" on the referendum was held.

"A preliminary agreement was reached on the optimal wording of the question for the referendum," said the Chairperson of the CEC of Russia.

On the submission of applications to be included in the list of voters at location

Deputy Chairperson of the CEC of Russia Nikolay Bulaev reported that the number of voters who applied to vote at location was 14 761 people as of the morning of 1 August 2018.

"The majority of applications were submitted through the Public Services portal," said Nikolay Bulaev, "More than 50 percent of applications were submitted using the portal".

The number of applications for inclusion in the list of voters on the territory of Moscow on 31 July 2018 was 6903, of which 3155 applications were submitted at the polling stations created outside the city.

"We see a trend which proves that the proposal made by the Moscow city Election Commission is in demand," said Nikolay Bulaev, "Some experts argue that the "Mobile voter" does not work correctly, because there is no information about the movement of detached and attached voters in each precinct election commission. I would like to note that the CEC of Russia provides information about the number of people attach and detach at each polling station. This information is absolutely correct. We are blamed for difference in the number of detached and attached voters. Let me remind you that we are working in such a mode, that if the person fills in an inaccurate address in the application, he is excluded from two locations – from the one listed in the Registry of voters, as well as from the one that he filled in wrongly."

As an example of misinterpretation of the essence of the mechanism "Mobile voter" Nikolay Bulaev mentioned one of the mass media publications, which mentions the settlement of Mogoituy in Zabaykalsky Krai.

"We are blamed for more than 600 applications in the settlement with 600 voters. But the fact is that in Zabaykalsky Krai there are two settlements Mogoituy – rural in Akshinsky district with a population of about 600 people, and urban settlement Mogoituy in Mogoituy district with more than 8 000 people," said Nikolay Bulaev.

While processing the applications, in order to avoid errors, registries from the CEC of Russia to exclude voters were sent to both settlements. In the rural settlement 10 people submitted applications while in the urban one – 600.

"Mobile voter" is an adequate program, an adequate project, which has proved its worth," said the Deputy Chairperson of the CEC of Russia.
