Central Election Commission of Russian Federation held 179th meeting

On 5 September 2018 the 179th regular meeting of the Central Election Commission of the Russian Federation was held.

Ella Pamfilova, the Chairperson of the CEC of Russia, said that the electoral system of Russia is fully prepared to conduct the single voting day. She noted that the upcoming September 9 elections are very important for confirming the high level of work of election commissions, demonstrated at the last election of the President of the Russian Federation, as well as strengthening the credibility of the commissions and the electoral system as a whole. Therefore, the process of vote tabulation and determination of election results should be organized by all commissions in strict accordance with the current legislation based on the principles of competitiveness and maximum openness.

Ella Pamfilova has urged colleagues in the regions to strictly comply with the electoral law and to stop attempts of violation of the law and use of illegal technologies. That said, it is increasingly important to focus not on elimination of consequences of any violations during the electoral campaign, but to be proactive to prevent conditions and prerequisites of possible violations during the preparation and conduct of elections. The identified problems need to be solved quickly before election day, so there is no questionable moments, said the Chairperson of the CEC of Russia.

"Electoral system of Russia is changing quite rapidly, one of the indicators is the decline in the number of complaints," said the head of the CEC of Russia, "However, any signal about the attempt of violation of the electoral legislation, including on the part of leaders at all levels, will be quickly reviewed and I hope that law enforcement agencies will also respond quickly to our requests. The principle of inevitability of punishment for election fraud should be observed rigorously".

According to Ella Pamfilova, the main task of all election officials and other participants of the electoral process is to ensure the freedom of expression of citizens, to hold elections as open as possible, and for that end, partnership of electoral commissions and election observation community is required.

On the draft decree of the CEC of Russia on approval of the Regulations on all-Russian competition for the best work on the electoral law and the electoral process

"This competition is our tradition which will be twenty next year". During the twentieth anniversary, we plan to conduct the competition anew with a new approach," said Maya Grishina, the Secretary of the CEC of Russia. "First of all we have changed the name. The competition will be called "Atmosphere". Secondly, we have become more co-organizers. In addition to traditional the Ministry of Education of Russia, the Ministry of Science and Higher education of the Russian Federation the organization of the contest will be joined by the Russian Fund of Free Elections and the Federal Agency for Youth Affairs. Thirdly, there is a new nomination, the flow of work is easier, and the winner's prize in each category has increased significantly. We hope that all this will significantly expand the number of participants. The collection of nominations will begin in October this year and we plan to hold final before 15 May next year. We hope that the ideas and projects of participants of the competition will be further applied in the work of the CEC of Russia and the Russian Fund of Training in Electoral Technologies Affiliated to the CEC of Russia".

The CEC of Russia decided to adopt the draft resolution of the Central Election Commission of the Russian Federation "On approval of the regulation on all-Russian competition for the best work on the electoral law and electoral process, increasing legal and political culture of voters (referendum participants), the organizers of the elections to bodies of state power, bodies of local self-government in the Russian Federation and participants of election campaigns".

The draft will be sent to election commissions of regions of the Russian Federation for consideration and proposals in the period before 17 September 2018.

The CEC of Russia decided to adopt the draft resolution of the Central Election Commission of the Russian Federation "On conduct of all-Russian competition for the best work on the electoral law and electoral process, increasing legal and political culture of voters (referendum participants), the organizers of the elections to bodies of state power, bodies of local self-government in the Russian Federation and participants of election campaigns".

The draft will be sent to election commissions of regions of the Russian Federation for consideration and proposals in the period before 17 September 2018.
