Central Election Commission of Russian Federation held 183rd meeting

On 26 September 2018 the 183rd regular meeting of the Central Election Commission of the Russian Federation was held.

According to Ella Pamfilova, Chairperson of the CEC of Russia, on 22 September 2018 by the decree of the President of the Russian Federation the powers of Vasily Likhachev, Member of the CEC of Russia, were terminated.

On carrying out the repeat voting on elections of the highest officials in the constituent entities of the Russian Federation

Ella Pamfilova reported on the current state of affairs in the organization of elections of heads of regions.

"On 23 September the repeat voting in the elections of the Governor of the Khabarovsk Krai was held. The voting was conducted for two candidates who received the highest number of votes in the election of the Governor of the Khabarovsk Krai on 9 September 2018. These are Vyacheslav Shport ("UNITED RUSSIA") and Sergey Furgal (LDPR).

According to preliminary results of the elections, in the second round Sergey Furgal was victorious with 69.57 per cent votes of voters who took part in the vote. Vyacheslav Shport gained 27.97 per cent of votes. 47.49 per cent of the voters included in the voters’ lists participated in the vote," said the Chairperson of the CEC of Russia.

"Overall, during the election campaign in the Khabarovsk Krai there were almost no cases of the use of administrative resource by officials," said Ella Pamfilova. "Although there were a lot of mutual accusations in the information space, in fact, in essence all acknowledged that the elections were fair, without violations."

Speaking of the results of the repeat voting in elections of the Governor of the Vladimir region, the Chairperson of the CEC of Russia reminded that in the second round two candidates participated: Svetlana Orlova ("UNITED RUSSIA") and Vladimir Sipyagin (LDPR).

According to preliminary results of the elections, in the second round of elections Vladimir Sipyagin was victorious with 57.03 per cent votes of voters who took part in the vote. Svetlana Orlova scored 37.46 per cent of the votes. 38.29 per cent of the voters included in the voters’ lists participated in the elections.

"I must say that behind the stillness in the region there were some attempts to use administrative resources. But through joint efforts of the CEC of Russia, which totally controlled the situation, of a large number of observers, of mass media representatives we managed to prevent the use of administrative resources in any form. There were no ballot stuffing, no attempts to rewrite the voting results’ records – none of this happened thanks to our joint efforts," said Ella Pamfilova. "A repeat vote in the Vladimir region was held as openly as possible. The results of the vote are valid."

Ella Pamfilova described the pre-election situation in the Republic of Khakassia as difficult, "because the current Governor of the Republic, Zimin, at the last moment refused to participate in the elections for health reasons."

Particular attention Ella Pamfilova paid to a re-vote in the gubernatorial elections in the Primorsky Krai: "We receive letters from ordinary residents of Primorye who thank us for the fact that the CEC of Russia recommended to declare the elections invalid. If the events developed normally, then it would have been possible to consider complaints and appeals. It would have been possible to consistently cancel the results of the voting in the areas with obvious fraud. Then it would have been possible to change the correlation of forces, and candidate Ischenko could have won these elections."

Ella Pamfilova said that based on the current situation, it is necessary to make some conclusions. First: voters' interest in the elections has increased because people have confidence that their choice matters. Second: the administrative resource as a remedy from losing elections has stopped working.

Ella Pamfilova expressed hope that the process of improvement of the electoral system is already irreversible, stressing that "it is necessary to take measures on development of competitiveness – this is the main condition for the development of democratic institutions in the country".

"First, the problem of the municipal filter is already overdue! Two years in a row I suggest that we need to revise this rule," said Ella Pamfilova. "Second, video surveillance must be implemented in regional elections; it plays a very important role. There were far fewer violations where video surveillance was established. Thirdly, it is necessary to expand opportunities for public observation. Another step – the fourth one – is the simplification of media accreditation. The media, as well as observers, are also our allies. And finally, one of the most important moments – the inevitability of punishment for falsification," said the Chairperson of the CEC of Russia. "You need to make the election process as open as possible so that voting results are summed up reliably. I would like to thank all media representatives, observers, all honest members of election commissions who carried out the election in a proper way."
