On the order of opening, maintaining and closing of special accounts of referendum funds
“The document contains a description of the procedure for opening special accounts of the referendum funds, the obligations of credit institutions in the account managing, including the rules of registration of voluntary donations to the referendum funds, the regulation on the termination of operations on special accounts of the referendum funds,” said Deputy Chairperson of the CEC of Russia Nikolay Bulaev. “In addition, the draft contains a form of notification on the opening of a special account of the referendum fund. According to this form, the authorized representative of the initiative group on financial issues is obliged to notify the CEC of Russia about the opening of a special account within three days.”
Nikolay Bulaev noted that the draft Procedure was prepared in accordance with the Federal constitutional law “On the referendum of the Russian Federation” and agreed with the Central Bank of the Russian Federation.
The CEC of Russia decided to approve the Procedure for opening, maintaining and closing of special accounts of the referendum funds of the initiative group for the referendum, the initiative campaigning group during the referendum of the Russian Federation.
On the increase of the number of polling stations, polling stations for the referendum on the territory of the Republic of Mari El
According to the member of the CEC of Russia Alexandr Kiniov, 116 polling stations and referendum sections have been formed within the boundaries of the city district of Yoshkar-Ola.
“In connection with the commissioning of a large number of new apartment buildings within the boundaries of the existing polling stations No. 106, 110, 111, the number of voters in this territory has increased significantly,” explained Alexandr Kiniov. “The head of the administration of the city district appealed to the Central Election Commission of the Republic of Mari El with a request to coordinate the formation of a new polling station, increasing the number of stations in this area to four.”
The CEC of Russia agreed to increase the number of polling stations, referendum stations in the city of Yoshkar-Ola of the Republic of Mari El by one polling station in order to reduce the maximum number of voters, participants in the referendum at the polling station, the referendum station to one and a half thousand.

The CEC of Russia approved the results of the Internet Olympics and decided to recognize the winners and award diplomas of I degree to 8 participants, diplomas of II degree to 15 participants and diplomas of III degree to 42 participants.
Member of the CEC of Russia, member of the jury of the Internet Olympics Siyabshakh Shapiev noted that this year the number of participants of the Internet Olympics has more than doubled compared to last year.
At the same time, the jury of the Internet Olympics determined 65 winners worthy of diplomas depending on the prize place and 354 participants, who will receive certificates of runner-ups of the Internet Olympics.
Director of the Center for monitoring legislation and law enforcement of the Kutafin Moscow State Law University (MSAL) Oleg Gryn, a member of the jury of the Internet Olympics, noted that the majority of participants presented works of a very high level. “Pupils skillfully used legal categories, drew interesting historical parallels, resorted to foreign experience, correctly used quotes,” he said. “But the main part, in our opinion, is a constitutional, civic approach to the creative task.”
On “The Citizen. Elections. Authority” magazine
The CEC of Russia decided to make a number of changes to the resolution of the Central Election Commission of the Russian Federation "On the magazine “The Citizen. Elections. Authority.”
“These changes are related to our desire to raise the status of the magazine “The Citizen. Elections. Authority” and to include it in the list of publications recommended for publishing the main scientific results of dissertations on competition of scientific degrees of candidate and doctor of sciences,” said a member of the CEC of Russia Boris Ebzeev. “The publication of such magazine is troublesome, but necessary, especially now, when the CEC of Russia sharply raises the problem of modernization of the electoral system and takes serious steps in this direction.”
Boris Ebzeev said that the newspaper now has an Editorial Council and Editorial Board composed of prominent scientists, heads of Russian research institutes. Ella Pamfilova, the Chairperson of the CEC of Russia became the Chair of the Editorial Board.
