On 31 July 2019 the Central Election Commission of the Russian Federation held its 215th regular meeting.
Opening the meeting, the Chairperson of the CEC of Russia Ella Pamfilova said that she had a telephone conversation with еру Secretary General of the Council of Europe Thorbjørn Jagland about the upcoming elections, informing him about the position of the CEC of Russia on the situation related to the refusal to register some candidates for deputies of the Moscow City Duma.
On the elections to the Moscow city Duma
Ella Pamfilova said that the CEC of Russia received nine complaints from unregistered candidates for deputies of the Moscow City Duma. She said that the CEC of Russia is now expeditiously working with documents on these complaints.
"The CEC of Russia will hold the most diligent review of the complaints with the involvement of all stakeholders. The review procedure will be as correct, open, prompt and objective as possible. In case of the establishment of the facts of illegal actions, the CEC of Russia will insist on the restoration of the rights of candidates," said Ella Pamfilova.
On elections in St.-Petersburg
Ella Pamfilova said that 7017 candidates were nominated for the position of municipal candidates. 5324 of them were registered.
"I hope that in the near future the situation with the reaction of law enforcement agencies and the judicial system to our appeals on the election commissions will change, and all the necessary decisions will finally be made. All perpetrators must be punished," said the Chairperson of the CEC of Russia.
The head of the Central Election Commission did not recommend the leadership of the St.-Petersburg Election Commission to organize extraterritorial polling stations for the elections of the Governor of St. Petersburg in Pskov region.
"Having studied a number of factors, we do not recommend you to organize stations in Pskov region, we have serious reasons for this," said Ella Pamfilova.
Ella Pamfilova also spoke about the election campaigns in the regions of the Russian Federation.
