On 8 September 2019, the Chairperson of the Central Election Commission of the Russian Federation, Ella Pamfilova, opened the Information Center of the CEC of Russia with a speech on holding a single voting day in the constituent entities of the Russian Federation.
2019 Campaign Overview
“Today, on 8 September, on a single voting day, about 6 thousand election campaigns and referendum campaigns of all levels are held in all 85 constituent entities of the Russian Federation,” said Ella Pamfilova. More than 56 million voters are included in the voter lists in these elections - this is almost half of all voters in the country. During the voting, more than 47.5 thousand mandates and elected posts will be replaced. ”
The Chairperson of the CEC of Russia recalled that on 8 September 2019, by-elections of deputies of the State Duma are held in 4 single-seat constituencies in the Khabarovsk Territory, Novgorod, Sverdlovsk and Orel Regions. There are also elections for the posts of senior officials of the constituent entities of the Russian Federation in 16 regions of the country, elections of deputies of the legislative bodies of constituent entities of the Russian Federation in 13 regions, elections of heads of municipalities of 3 administrative centers and deputies of representative bodies of municipalities of administrative centers of 22 regions of the country.
On 8 September more than 105.5 thousand candidates were included in the ballot papers. The Chairperson of the CEC of Russia noted that only 6% of the candidates were denied registration. Another 5% are those who did not submit registration documents or refused to participate in the campaign submitting a personal application or dropped out for other reasons.
“Over 118 thousand candidates were nominated at elections of all levels,” said Ella Pamfilova. “At the same time, the majority of candidates were nominated by various political parties - more than 91 thousand people. This indicates the high political activity of the electoral associations and their interest in participating in elections of any level.”
Ella Pamfilova said that on average 9 candidates apply for one mandate in the by-elections of deputies of the State Duma, 5 candidates for elections of senior officials, and 8 candidates for mandates in the elections of deputies of regional parliaments.
Ella Pamfilova recalled that the electoral system of the Russian Federation not only develops, but also implements technologies that have already become electoral standards. In the current election campaign, they are applied in all constituent entities of the Russian Federation.
The video surveillance and video broadcasting system on the Internet will be used in 56 regions. In total about 16 thousand premises will be equipped.
The mechanism of "Mobile Voter"
As noted by Ella Pamfilova, according to the data of SAS “Vybory” this year, more than 460 thousand people in 36 constituent entities of the Russian Federation used the mechanism of "Mobile Voter", and for the first time, applications were accepted for voting on digital sites
The total number of ballot processing systems that will be used in the 8 September elections exceeds 14.5 thousand, which is 2.5 times more than used in 2016.

From July 24 - from the first day of receiving applications of "Mobile Voter" - the Information and Reference Center of the CEC of Russia has been operating. More than 50 thousand citizens have already addressed various services of the center.

The Information Center of the CEC of Russia today will provide information about the elections in all regions of the country online all day long.
Ella Pamfilova noted that on 8 September over 160 thousand observers were declared at polling stations at elections of all levels in 85 constituent entities of the Russian Federation to monitor the voting process and establish its results.
About 115 thousand were appointed for observation at the by-elections of deputies of the State Duma and elections to regional state authorities. Moreover, most of the observers were appointed from political parties - about 44 thousand. About 37 thousand were nominated by candidates in these elections, and about 33 thousand by the Public Chamber of the Russian Federation and regional public chambers. “This year, 30 digital polling stations deserve special attention. 173 observers have been appointed to these stations and they are mostly representatives of political parties,” the head of the CEC of Russia said: “54 observers will also represent public chambers on digital sites.”
Last year, 9 September 2018, on a single voting day, less than 95 thousand observers attended polling stations.
On a single voting day in Moscow, two experiments are conducted as part of the digitalization of electoral processes. These are voting at digital polling stations and remote electronic voting.
Digital Services for Electoral Participants
Ella Pamfilova spoke about the creation and implementation of digital services on the State Services portal and on the website of the CEC of Russia for all participants in the electoral process.
“Any citizen can right now use the service of informing about inclusion in the list at the polling station, get information about the elections and referenda and the dates of their holding, information about candidates and electoral associations. All data about election commissions with its location addresses and telephones is available,” said the Chairperson of the Central Election Commission. “A service has been launched to inform about cases of filing applications for inclusions into the voter list by actual location and about the results of processing such applications, and, of course, comprehensive information will be available to voters about the results of elections and referenda.”
