On 17 October 2019, the international conference "The institution of elections as a mechanism of legitimization of public power" opened in Minsk. The event was organized by the Interparliamentary Assembly of the CIS member States, the CIS Executive Committee, the Central Commission of the Republic of Belarus on elections and holding of Republican referendums.
The conference was attended by the head of the Department of organizational, methodological and expert-analytical support Alexey Nesterov and the head of the Department for interaction with political parties and international cooperation of the CEC of Russia Alexander Kazarin.
Alexey Nesterov in his speech spoke about modern electoral standards used in elections in the Russian Federation: the mechanism "Mobile Voter", the production of the final Protocol of the PEC with a QR code, video surveillance, the work of the Information and reference center of the CEC of Russia and others.
The participants of the discussion – parliamentarians, representatives of the judiciary, electoral authorities, experts and scientists from different CIS countries touched upon the topics of involvement of civil society institutions in the electoral process, exchange of international experience in the organization of elections, development of observation institutions (both international and domestic), threats to the legitimacy of elections.
On 18 October the conference will discuss the holding of parliamentary elections in Belarus, scheduled for 17 November 2019.
