On 16 October 2019 the Central Election Commission of the Russian Federation held its 230th regular meeting.
On the project of the CEC of Russia on transition to non-cash payment to election organizers
Before discussing the agenda, the Deputy Chairperson of the CEC of Russia Nikolay Bulaev told the audience about the joint project of the CEC of Russia and Sberbank of Russia on the transition to cashless payment for the remuneration of members of election commissions working on a non-permanent (regular) basis.
The Deputy Chairperson of the Central Election Commission said that 34 subjects of the Russian Federation took part in the pilot project. All 100 percent of precinct election commissions formed in the regions was transferred to the non-cash form of payment in 26 of them.
In two more subjects of the Russian Federation – Tatarstan and Sevastopol – regional election commissions independently carried out work on transition to non-cash payments in interaction with other commercial organizations.
"All legal issues were settled by the CEC of Russia, an agreement was reached with Sberbank, and as a result the Territorial election commissions, including those that are not legal entities, could independently sign agreements on the register issue of cards and the transfer of funds," explained Nikolay Bulaev.
The regions, where the project for transition to cashless payment for the remuneration of members of election commissions was implemented, also held by-elections of deputies of the State Duma of the seventh convocation and major regional election campaigns.
The Deputy Chairperson of the Central Election Commission of the Russian Federation noted that in general, the project developed by the CEC of Russia together with Sberbank turned out to be successful and large-scale. The results will be analyzed and conclusions will be drawn about its further application.
On the approval of results of accounting of the amount of air time
After hearing the information of the member of the CEC of Russia Alexander Klyukin and discussing the decision of the Working group, the CEC of Russia approved the results of accounting of the amount of air time spent on coverage of the activities of parliamentary parties in national and regional television and radio programs in September 2019.
In connection with the early termination of powers of the member of the Election Commission of the Saratov region with the right to vote, the CEC of Russia decided to appoint Irina Romanova a Commission member with a decisive vote. After hearing the information of the member of the CEC of Russia Anton Lopatin, the Central Election Commission of the Russian Federation suggested to the election Commission of the Saratov region that Irina Romanova become the Chairperson of the Election Commission of the region.
After hearing the report of the member of the CEC of Russia Valery Galchenko, the Commission decided to appoint Irina Bastrikova a member of the Election Commission of the Sverdlovsk region with the right to vote.
At the end of the meeting, the Chairperson of the CEC of Russia Ella Pamfilova said that at the last off-site meeting of the Council of chairpersons of election commissions of subjects of the Russian Federation questions of the past single voting day were discussed. She reminded colleagues that a substantive discussion of the agenda for 2020 will take place at the all-Russian meeting with the Chairpersons of election commissions of subjects of the Russian Federation in December 2019.
