The results of the single voting day and areas for improvement of electoral legislation were discussed at the meeting of the Council of the chairpersons of election commissions of constituent entities of the Russian Federation

On 11 October 2019, the results of the September elections and the main directions of improving the electoral process were discussed at the meeting of the Council of chairpersons of election commissions of the constituent entities of the Russian Federation.

The Chairperson of the CEC of Russia Ella Pamfilova outlined a number of topical issues for discussion on the results of the single voting day, among which special attention was paid to the possible improvement of the procedure for collecting signatures of voters.

The possibility of changing the status and powers of municipal election commissions was also discussed. Member of the CEC of Russia Evgenia Orlova presented the proposals of the CEC of Russia on this issue.

The head of the CEC of Russia urged colleagues in the commissions of the regions to work ahead of the curve, analyze the situation, predict possible challenges and threats and take them into account in their activities.

Ella Pamfilova noted the importance of strengthening the institution of precinct election commissions, performing a huge array of work on the voting day.

The Chairperson of the Central Election Commission of the Russian Federation said that the issue of expanding cooperation with the expert community to develop proposals to improve the electoral legislation remains relevant.

The Deputy Chairperson of the CEC of Russia Nikolay Bulaev made a report on the results of work of digital polling stations in Moscow on the single voting day on 8 September 2019, followed by a discussion on the work of digital polling stations in 2020.

The Deputy Chairperson of the Moscow city Election Commission Yuri Ermolov spoke about the results and features of the experiment on remote electronic voting.

Member of the CEC of Russia Anton Lopatin presented information on the introduction of new digital technologies in the electoral process. The development of digital services for participants of the electoral process and the prospects of creating a new digital platform were discussed in detail.

The participants of the meeting heard information about the use of the software "Interactive working notebook of the PEC" on a single voting day on 8 September 2019, the transition to non-cash payment for remuneration of members of precinct election commissions, the voting procedure of voters included in the list of voters, but in places of detention of suspects and accused, as well as other topical issues of the Russian electoral process.
