At a meeting of the Central Election Commission on 18 March 2020, Ella Pamfilova reminded the audience that the day before the President of the Russian Federation signed a Decree "On the appointment of a nationwide vote on approving changes to the Constitution of the Russian Federation":
"Yesterday the President signed a Decree on the appointment of the nationwide vote, the date of voting is 22 April 2020. Yesterday, we met with the head of state, and the President noted that the main priority is the health of citizens," said the head of the Central Election Commission. "Without the date in the Decree, the system of election commissions would have no legal grounds to carry out the necessary measures and procedures for preparing the all-Russian vote."
However, Ella Pamfilova said that if the epidemiological situation in Russia worsens, the date of the all-Russian vote may be changed:
"We must be prepared for any development. If the situation is such that it is unacceptable to hold a vote, it will be postponed to another date".
The Central Election Commission will carry out additional preventive measures and take a set of measures agreed with Rospotrebnadzor: the necessary means of protection will be provided for members of election commissions and voting participants, and recommendations for the prevention of viral diseases will be developed.
The Chairperson of the CEC of Russia stressed that preparations for the vote are taking place in the normal mode. Ella Pamfilova urged journalists and experts not to speculate on the topic of voting and not to create artificial panic.
