On 13 May 2020 the State Duma of the Federal Assembly of the Russian Federation approved draft law No. 912249-7 on amendments to certain legislative acts of the Russian Federation (on amendments to articles 37 and 38 of the Federal law "On basic guarantees of electoral rights and the right to participate in referendums of citizens of the Russian Federation") in the second and third readings.
According to the document adopted by the lower house of the Parliament, the law of the subject of the Russian Federation may provide that in elections to state government bodies of the subjects of the Russian Federation, the collection of signatures of voters can be carried out using the Federal State Information System "Public Services Portal of the Russian Federation". In this case the law of the Russian Federation shall establish the number of signatures that can be collected using this system which cannot exceed half of the total number of voters' signatures required for registration of a candidate or a list of candidates.
When preparing the draft law, the proposals of the CEC of Russia on improving the procedure for collecting signatures and verifying signature lists were taken into account.
