On July 16, 2020, the CEC of Russia held a meeting of the Advisory (expert) platform, where representatives of political parties and the scientific and expert community discussed possible additional mechanisms for the implementation of active electoral rights in the elections in the regions of the Russian Federation on a Single Voting day on 13 September 2020.
Ella Pamfilova, Chairperson of the CEC of Russia, opening the meeting, noted that in May 2020 the electoral legislation has been amended concerning early voting, providing the CEC with additional authority.
As the Head of the Commission noted, the law also provides that in order to create maximum comfort for citizens to exercise their electoral rights, early voting can be conducted in a manner and within time limits set up by the CEC of Russia.
“On a Single Voting day jf 13 September 2020, when elections will be held in 83 regions of Russia, we will test the mechanism of voting in two to three days,” Ella Pamfilova said. Not in full, but only in the mode that that, on the one hand, will allow us to fully ensure the sanitary and epidemiological safety of citizens, and on the other, will not harm the transparency and reliability of the results." The Head of the Central Election Commission noted that all regional election commissions supported the idea of holding voting within two or three days in elections on a single voting day and presented their proposals.
82 experts took part in the work of the Platform, 23 of them participated in the meeting via videoconference. 35 participants of the event represented 20 political parties.
Within the framework of the meeting of the Expert Platform, the speakers exchanged views and offered suggestions on improving the electoral legislation.
Ella Pamfilova noted that all constructive comments will be taken into account by the CEC of Russia.
