On 14 September 2020, the Chairperson of the CEC of Russia, Ella Pamfilova, summed up the preliminary results of the elections held on a single voting day.
"The official summing up of the results continues, but overall a very difficult and responsible stage of the election campaign has ended," noted the Chairperson of the CEC of Russia. "If it was simple and convenient for our voters, then for members of precinct election commissions it was unprecedented in complexity – the campaign had to be carried out in a pandemic. And, as a result, the vote lasted not one, but three days. Procedures that ensured the reliability of the vote were added."
Results of parties' participation in elections
"Preliminary results show that representatives of 21 parties out of 30 political parties that nominated registered candidates were elected as deputies of legislative assemblies or heads of regions," said Ella Pamfilova. "Representatives of political parties account for 87% of all mandates and elected positions. And only 13% were elected from self-nominees and other public associations."
Ella Pamfilova noted that representatives of two political parties received mandates in the by-elections of deputies of the State Duma: the United Russia party (in the Republic of Tatarstan, Kursk and Yaroslavl regions) and the Just Russia party (in Penza region).
On the observation of the elections
The Chairperson of the CEC of Russia reported that during voting, including early voting, 177,621 observers, 75,507 members of election commissions with the right of advisory vote and 3,800 representatives from 1,271 mass media were present at polling stations.
"Thus, the voting was observed by almost 257 thousand observers, members of election commissions with the right of advisory vote and media representatives," said the Chairperson of the CEC of Russia.
Ella Pamfilova noted that 17 political parties out of 30 participating in the elections have appointed observers and members of election commissions with the right of advisory vote.
Ella Pamfilova expressed her gratitude to the observers who faithfully observed the voting for three days, ensuring the legality of the campaign.
Appeals and complaints
Ella Pamfilova reported that the CEC of Russia received 1,301 written requests from various participants of the electoral process. The majority of requests are related to municipal election campaigns – 897 requests. 397 requests were received regarding the conduct of regional elections. During the preparation and conduct of by-elections of deputies of the State Duma of the seventh convocation in single-seat constituencies only 7 appeals were received.
The Information and reference center of the CEC of Russia received 8,291 messages from participants of the electoral process. Only 147 (1.8% of the total) calls out of all those received in 2020 contained information about various shortcomings in the electoral sphere.
Ella Pamfilova thanked all employees of the electoral system, the Central Election Commission of the Russian Federation, representatives of political parties and the media: "everyone who found it necessary and important to be in the Information center these days, to follow the very important election process in our country."
